I can't seem to keep a constant speed when driving when using the keyboard controller.

Using W to accelerate a little bit when the speed drops, tends to rock the car a bit on the suspension: the front of the car comes up a little bit on each acceleration. That's very realistic when accelerating, but not when trying to keep a constant speed.

Can a key be assigned (Shift maybe?) to keep the speed the same?

You can reduce Throttle Sensitivity to make it more smooth.
Just use shift + "W" to have stronger acceleration.
