Cars creeping up to traffic lights...

Hi. We have a problem with our cars "creeping" and moving slowly up to red traffic lights instead of just stopping in front of them.
Any ideas what this could be?
We have uneven terrain, and a quite a complex junction.
If anyone requires any screen additional screen grabs or settings I can provide these.
