Animation parameters questions

Hi! Having a bit of trouble understanding the concept of the samples and steps...
First off, what defines the frames per second the simulation is calculated at? The FPS of the project? If I want to make a simulation of a car rolling over at 200 frames per second, I just setup MAX scene at that speed?
Second, samples / frames, that means if it is 5 that 5 keyframes will be saved per frame? Why should I use more than 1 keyframe per frame?
And what is the difference between samples and Steps? Is that you sample let's say 60 times per frame but you only save 5 keyframes between frames?
